This massive development, known as an&nbsp;<strong>Upgrading of Informal Settlement Programme (UISP)<\/strong>, will affect approximately&nbsp;<strong>54 hectares<\/strong> of coastal land and will entail construction of \u2018mixed use\u2019 type formal housing, community and business facilities, a road network, and provision of water, electricity, and sewerage services for around&nbsp;<br><strong>3,500+ households<\/strong>.<\/p>\n\n\n\n<p>The current&nbsp;<strong>Scoping Report<\/strong>&nbsp;was drafted (for public comment) by&nbsp;<strong>Guillaume Nel Environmental Consultants (GNEC)<\/strong>, as independent environmental consultants and impact assessors, to facilitate the&nbsp;<strong>Integrated Environmental Management (IEM) process<\/strong>&nbsp;in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) and the&nbsp;<strong>Environmental Impact Assessment (EIA) Regulations, 2014<\/strong>&nbsp;for the Formalisation of the Schulphoek Informal Settlement on Erf 11155 and a Portion of the Remainder of Erf 11153.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"critical-concerns\">\ud83d\udd25&nbsp;<strong>CRITICAL CONCERNS INADEQUATE\/MISSING FROM THE SCOPING REPORT<\/strong>\ud83d\udd25<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"issue-1-invasion\"><strong>1. ONGOING INVASION &amp; ENVIRONMENTAL DESTRUCTION<\/strong><\/h3>\n\n\n\n<p><strong>The Elephant in the Room:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Illegal invasion of Schulphoek began in 2018 and&nbsp;<strong>has never stopped<\/strong><\/li>\n\n\n\n<li><strong>25 hectares of protected Milkwood forest<\/strong>&nbsp;has already been destroyed<\/li>\n\n\n\n<li>Settlement continues to expand&nbsp;<strong>while we wait for formal development<\/strong><\/li>\n\n\n\n<li><strong>NO MANAGEMENT PLAN exists<\/strong>&nbsp;to prevent further destruction during the years-long planning and construction phases<\/li>\n<\/ul>\n\n\n\n<p><strong>Environmental destruction is NOW spreading to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Sandbaai coastal strip (west of Schulphoek)<\/strong><\/li>\n\n\n\n<li><strong>Hermanus Beach Club area (east of Schulphoek)<\/strong><\/li>\n\n\n\n<li>Protected coastal fynbos vegetation, wildlife, and dune systems<\/li>\n<\/ul>\n\n\n\n<p><strong>DEMAND IN YOUR COMMENT:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;Provide a comprehensive&nbsp;<strong>Invasion Prevention &amp; Environmental Protection Management Plan<\/strong>&nbsp;detailing:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Who monitors and prevents further illegal settlement during construction?<\/li>\n\n\n\n<li>What enforcement measures will be implemented immediately?<\/li>\n\n\n\n<li>How will neighbouring Sandbaai and Beach Club coastal strips be protected?<\/li>\n\n\n\n<li>What legal consequences exist for continued invasion?<\/li>\n\n\n\n<li>This plan must be approved BEFORE any development authorisation.&#8221;<\/li>\n<\/ul>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"issue-2-decanting\"><strong>2. THE &#8220;DECANTING&#8221; CRISIS \u2013 WHERE WILL RESIDENTS GO?<\/strong><\/h3>\n\n\n\n<p><strong>During multi-year construction, 3,500+ households must be temporarily relocated (&#8220;decanted&#8221;).<\/strong> Where will they go? Where will temporary relocation accommodation facilities(TRA) be located?<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>THE SCOPING REPORT IS SILENT ON THIS CRITICAL ISSUE<\/strong><\/h4>\n\n\n\n<p><strong>Our primary concern:<\/strong>&nbsp;Residents will be &#8220;decanted&#8221; into&nbsp;<strong>Sandbaai<\/strong>, causing:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Same illegal land invasion as Schulphoek experienced<\/li>\n\n\n\n<li>Further destruction of Sandbaai&#8217;s remaining coastal flora and fauna<\/li>\n\n\n\n<li>Overload of Sandbaai&#8217;s already struggling municipal services<\/li>\n\n\n\n<li>Permanent informal settlement in a new location<\/li>\n<\/ul>\n\n\n\n<p><strong>DEMAND IN YOUR COMMENT:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;The Scoping Report fails to address temporary resident relocation during construction. I&nbsp;<strong>OBJECT STRENUOUSLY<\/strong>&nbsp;to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Use of any portion of Sandbaai as a &#8216;decanting&#8217; location<\/li>\n\n\n\n<li>Any temporary relocation that impacts neighbouring coastal areas<\/li>\n\n\n\n<li>Proceeding without a detailed, publicly reviewed Temporary Relocation Plan<\/li>\n<\/ul>\n\n\n\n<p>REQUIRE: Full disclosure of temporary housing locations and site preparation plans BEFORE development approval. Sandbaai and Beach Club coastal areas must be explicitly excluded as temporary relocation options.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"issue-3-services\"><strong>3. MUNICIPAL SERVICES CRISIS<\/strong><\/h3>\n\n\n\n<p><strong>Reality Check:<\/strong>&nbsp;Overstrand Municipality&nbsp;<strong>already fails to adequately provide services<\/strong>&nbsp;to existing ratepaying Sandbaai residents:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sewerage system problems<\/li>\n\n\n\n<li>Electricity outages<\/li>\n\n\n\n<li>Water supply issues<\/li>\n\n\n\n<li>Stormwater drainage<\/li>\n<\/ul>\n\n\n\n<p><strong>Yet this development proposes adding:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>3,500+ households<\/li>\n\n\n\n<li>1,762 additional vehicles<\/li>\n\n\n\n<li>Business\/commercial zones<\/li>\n\n\n\n<li>Schools and community facilities<\/li>\n<\/ul>\n\n\n\n<p><strong>DEMAND IN YOUR COMMENT:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;I object to development approval until OM demonstrates:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Current service provision to Sandbaai is stabilised and adequate<\/li>\n\n\n\n<li>Documented proof of capacity for 3,500+ additional households<\/li>\n\n\n\n<li>Infrastructure upgrades completed BEFORE Schulphoek construction begins<\/li>\n\n\n\n<li>Independent audit of water, sewerage, and electrical capacity<\/li>\n<\/ul>\n\n\n\n<p>The Municipality cannot approve new mega-developments while failing to service existing ratepaying communities.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"issue-4-road\"><strong>4. SCHULPHOEK ROAD EXTENSION \u2013 THE BIGGEST ENVIRONMENTAL THREAT<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>MAJOR CONCERNS THE REPORT IGNORES:<\/strong><\/h4>\n\n\n\n<p><strong>Current Schulphoek Road Reality:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Already experiences&nbsp;<strong>unmanageable degradation<\/strong><\/li>\n\n\n\n<li>Severe&nbsp;<strong>environmental destruction along route<\/strong><\/li>\n\n\n\n<li>Heavy&nbsp;<strong>pollution<\/strong>&nbsp;impacting surrounding areas<\/li>\n<\/ul>\n\n\n\n<p><strong>Proposed Schulphoek Road Extension And Connection Will:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Create a&nbsp;<strong>throughway connecting Zwelihle\/Schulphoek to Sandbaai&#8217;s economic\/industrial hubs<\/strong><\/li>\n\n\n\n<li>Massively increase traffic through sensitive coastal area<\/li>\n\n\n\n<li><strong>Runs through\/along SENSITIVE COASTAL ZONE<\/strong>&nbsp;(NEM-ICMA protected area) and a wetland<\/li>\n\n\n\n<li><strong>Destroys remaining protected Milkwood forest<\/strong> <em>(NOTE: Legal protection: Milkwood trees are listed as a protected species under the National Forests Act No. 84 of 1998<\/em>)<\/li>\n\n\n\n<li>Create&nbsp;<strong>visual, aesthetic, noise and pollution<\/strong>&nbsp;for Sandbaai ratepayers<\/li>\n\n\n\n<li><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>THE SCOPING REPORT INEXPLICABLY OMITS:<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>That the proposed road route traverses&nbsp;<strong>Coastal Protection Zones under NEM:ICMA<\/strong><\/li>\n\n\n\n<li>Impact assessment of increased through-traffic on Sandbaai<\/li>\n\n\n\n<li>Consideration of alternative routes through Zwelihle, that would NOT traverse the Coastal Protection Zone<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>OBVIOUS ALTERNATIVE ROUTES:<\/strong>&nbsp;<\/h4>\n\n\n\n<p><strong>Why can&#8217;t the Schulphoek Road extension run UPWARD along the Sewerage Plant wall into Zwelihle?<\/strong><\/p>\n\n\n\n<p><strong>Why can&#8217;t the Schulphoek Road extension run via Landa, Hlobo, and Sisulu streets?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Avoids sensitive Coastal Protection Zone<\/li>\n\n\n\n<li>Preserves Milkwood forest<\/li>\n\n\n\n<li>Reduces visual\/noise\/pollution impact on Sandbaai ratepayers<\/li>\n\n\n\n<li>Uses already-disturbed industrial corridor<\/li>\n<\/ul>\n\n\n\n<p><strong>DEMAND IN YOUR COMMENT:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;I OBJECT to the proposed Schulphoek Road Extension route as currently mapped.<\/p>\n\n\n\n<p><strong>CRITICAL OMISSIONS:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Scoping Report FAILS to disclose that the proposed route traverses&nbsp;sensitive<strong> Coastal Protection Zones protected under NEM:ICMA ss 16&amp;
