
ONS BENODIG U ONDERSTEUNING!
Ons span werk daaraan om die Sandbaai Kustrook te beskerm deur dit te laat hersoneer na bewaringstatus (Openbare Oopruimte Sone 1), maar ons benodig u handtekening op ons petisie van die mense van Sandbaai, om 'n duidelike stelling aan die Overstrand Munisipaliteit te maak dat die mense van Sandbaai hul kusstrook wil laat hersoneer en beskerm.
Ons Voorstel
Baie Sandbaaiers is bekommerd oor die toekoms van ons kusstrook. Dit is 'n bron van skoonheid, melkhout en fynbos flora, en 'n habitat vir wilde diertjies. Ons is trots daarop en wil graag ons kuspaadjie en strand ondersteun. Ons moet ons kusstrook vir toekomstige geslagte beskerm. Ons is besig om 'n aansoek voor te berei om die SANDBAAI Wyk 7 KUSSTROOK insluitende die SANDBAAI VLEILANDE as SONE 1 te laat hersoneer, maar ons moet gemeenskapsondersteuning wys deur 'n openbare deelname petisie. SANDBAAI Ward 7 COASTAL STRIP including SANDBAAI WETLANDS as ZONE 1, but we must show community support through a public participation petition.
Die besonderhede
- Die Sandbaai kusstrook en vleilande areas is tans gesoneer as “Openbare Oopruimte SONE 2” [POS2]
- “Openbare Oopruimte SONE 1” [POS1] bied wettige bewaringstatus en bied groter geleentheid vir bewaring, beskerming en natuurherstel van ons Sandbaai kusstrook.
- Die grootste gedeelte van die kuslyn van stedelike Hermanus is “Openbare Oopruimte SONE 1”.
- Slegs die kusstrook vanaf die Nuwe Hawe tot by Vermont is SONE 2 (wat Sandbaai insluit).
- Die STEDELIKE kusstroke van Pearly Beach, Franskraal, Gansbaai, Kleinmond, Bettysbaai, Pringlebaai en Rooiels is reeds as POS1 (Natuurbewaring) gebiede gesoneer.
(Verwys asseblief na die ArcGIS Overstrand Soneringskaarte hieronder.) - Die Overstrand Munisipaliteit is gemagtig om 'n gebied te laat hersoneer nadat relevante voorgeskrewe vereistes nagekom is.
- Die Sandbaai kusstrook kom in aanmerking om as Sone 1 gehersoneer te word, in lyn met die Overstrand Kusbeskermingsbestuursplan (soos hieronder aangehaal).

DEFINITIONS:
- ““NATUURRESERVAAT" beteken ’n nasionale park of omgewingsbewaringsgebied, hetsy in openbare of private besit, wat ingevolge wetgewing as ’n natuurreservaat verklaar of geregistreer is met die doel om wild, flora en fauna in ’n oorwegend natuurlike habitat te bewaar en te bestuur; dit sluit bewaringsgebruik in, maar sluit nie toeristefasiliteite of toeristeverblyf in nie;
- ““OPENBARE OOP RUIMTE” beteken grond wat in openbare besit is, hoofsaaklik gebruik word vir buitemuurse sport, speel, rus of ontspanning of as 'n parkarea of natuurgebied, en sluit verwante geboue, infrastruktuur en gebruike in
Agterground van die hersoneringsaansoek:
Dit het begin met 'n 'informele' vergadering op Sandbaai se strand, om die SANDBAAI STRANDONTWIKKELING, die VLEILLAND agter die strand en STORMWATERSKADE aan die VLEILLAND en STRAND te bespreek. Aanwesig was: Rl Lombard, Rl Lerm, mnr Roy Groenewald, mnr Egbert Klapwijk, 'n persoon van Cape Nature en prof Jeanine Vellema. Kommer oor die agteruitgang van die strand en stormwater impak op 'sandvlakke' van die strand (onder meer), is uitgespreek.
‘n ‘Formele’ vergadering het op 11 Nov 2024 plaasgevind met Me Liezl de Villiers (OM Afdelingsbestuurder: Omgewingsbestuur en -bewaring),, haar OM span (De Wet Nel, Chester Arendse, Timothy Europa Penelope Aplon), Rl Lombard & Egbert Klapwijk (Afriforum Omgewingsafdeling) en Prof Jeanine Vellema. Ons het die Sandbaai Strand 'ontwikkeling' en hoofsaaklik verbeterde omgewingsbeskerming en -bewaring opsies vir Sandbaai se STRANDdie aangrensende en binnelandse VLEILANDE en die res van SANDBAAI se KUSSTROOK, bespreek..
‘n Aanbeveling deur Liezl de Villiers was dat ons aansoek sou kon doen vir HERSONERING van ons Sandbaai kusstrook & vleilande vanaf hul huidige Publieke Oop Ruimte Sone 2, na Publieke Oop Ruimte Sone 1, wat 'natuurbewaring/beskerming' status het. Die aansoek mag egter slegs gedoen word na oorleg met ons Wyksraadslid en via ons Wyk 7 Komitee, waarna (redelik omslagtige) munisipale HERSONERING aansoek prosesse sou kon begin.
Die OM Stadsbeplannings-Afdeling en Eiendomsadministrasie-Afdeling het spesifieke riglyne en prosedures wat met hersonerings-aansoeke gevolg moet word, in ooreenstemming met die OM Ruimtelike Ontwikkelingsraamwerk (OM Spatial Development Framework). Verskeie wette, verordeninge en beleide gee voorskrifte oor die (redelik komplekse) prosesse wat gevolg moet word in so 'n HERSONERING aansoek, op Nasionale, Provinsiale en Munisipale vlakke.
Ons is gevra om die spesifieke eiendomme/gebiede wat vir hersonering voorgestel is, te identifiseer, om voor te berei vir 'n vergadering met die verskeie relevante OM departemente, ons MMC (Munisipale Burgemeesterskomitee) en Wyksraadslid. Ons het dit aan Liezl de Villiers voorgelê, insluitend: Erf-Nommers, Gebieds-Omtrek en Gebieds-Oppervlaktegrootte afmetings.
Die Wyk 7 Komiteevergaderings het nie die kwessie opgelos nie.

OOP RUIMTE SONE 1: NATUURRESERVAAT (OS1)
Gebruik van die eiendom
12.1.1 The following use restrictions apply to property in this zone:
a) Primary uses are: nature reserve and conservation use.
b) Consent uses are: dwelling units, environmental facilities, transmission apparatus (subject to the provisions of Chapter 16.10), tourist accommodation, tourist facilities, utility service and any other related uses permitted by the Municipality.

12.1.2 The following development parameters apply:
a) A site development plan must be submitted in terms of 16.3 to the satisfaction of the Municipality.
b) The Municipality may require an environmental study and/or environmental management plan in terms of 16.4.
c) Prior to the approval of any building plans or engineering services, the Municipality must determine the development parameters applicable to a land unit when:
i. the zoning of a land unit to this zone is approved;
ii. any environmental impact report is considered;
iii. any environmental management plan is considered; and
iv. any site development plan is approved.
d) Structures/buildings may be erected with the written consent of the Municipality, should the Municipality deem it necessary, provided that the Municipality may impose conditions relating to design, architecture and development parameters.

It’s essential to expand protected areas to restore biodiversity balance – for the health of the marine and land environment. So much has been destroyed already, it’s time to restore every possible part of the natural environment
The sea and the land are intertwined. To protect one is to protect both.

Totally supportive. May I ask what are the reasons provided by OM for saying this cannot be done?
The excuses given were that: 1)it would take time and effort for the municipal officials to file the paperwork to rezone. 2)it would cost the municipality money – money that we pay them in taxes and should have a say in how it is spent. 3)it wouldn’t make much of a difference, though it would. See excuse #1. 4)the coastline is not pristine because there are benches on the kuspad and parking at the beaches. But that makes no sense as much more developed urban coastal strips are zone 1. There are parts that need to be rehabilitated too, which zone 1 would support. See excuse #1 again.

There is so little coastline protected in SA, it’s time for the public to prevent yet another strip being ruined. When it’s built up then the public will have no access to the coast
